Step 1.
Click on navigation menu and Click on Autonomous Data Warehousing or Autonomous Transaction Processing
Step 2.
Provide the database name, Admin password and then click on Create Autonomous Database button. It takes few seconds and will provision the instance.

Password Policy:-
Password must be 12 to 30 characters and contain at least one uppercase letter, one lowercase letter, and one number. The password cannot contain the double quote (") character or the username "admin".
Your database is ready now which you can see under autonomous database menu
